It's actually a cloak, before the whole craziness happened and balefire created the wasteland, in Fallout Equestria there were six ministries. The Ministry of Peace, run by Fluttershy, tended towards medical and environmental issues, and one of the things gathered up after it all went to irradiated hell, turned out to be one of their quite high-quality cloaks when it comes to keeping off the nasties of the environment. Just a pity that it's all in the ministries' colours, but then it makes a change from being entirely tacticool sniper.
