The time it takes varies depending on how much detail you put into the head and overall design, but typically it may take 2-3 weeks to complete a head.
The best materials are high quality faux fur (usually named "luxury shag," "DF," or "luxury faux fur") along with upholstery foam and/or resin bases made from those with previous experience in resin items (such as Dream vision creations.)
I may make such a list in the future but right now I do not have the time, there are also many other makers who provide this info and in this case research and google is your best friend. I am always here to help with specific questions though. Personally I source my foam from a local store, whereas I ship in fur from online sites such as https://fursuitsupplies.com/
As for good way to cut foam, a good sharp large pair of scissors will do, I personally only use scissors for refinement and will use an electronic bread knife to slice through large pieces. It has also been known for people to use heated wires however I have not tried this technique personally. It's all about finding what works best for you and what you are most comfortable with.
