This is currently the final design for the Fulgori - They're about human height, with pointed ears. Their visual style is a sort of combination of wolfenstein nazis and Warhammer 40k Commissars, but with more goggles. Sketches 7 and 8 are of a Fulgori with salvaged power armor from the Precursor ruins.

well every dictator I have ever seen(cartoon one's of course) has a eye patch(sometimes two) so I'm pretty sure it's not a bad ideal, as for the scar over it ideal I suggested, if you have seen, Phineas and Ferb The Movie: Across the 2nd Dimension, you'll understand, if not you should watch it if you get the chance, it's pretty funny (now for a funny joke )
Fulgori Grunt: It's muffin time sir. "holds up a steaming muffin"
King Fulgor: Oh goody, Nom, Nom, . "eats muffin"
Fulgori Grunt: It's muffin time sir. "holds up plate of steaming muffins"
King Fulgor: Again already? oh well "digs into muffins"
FULLgori Grunt: It's MUFFIN time sir! "brings in two towering trays of steaming big muffins"
King Fulgor: Your Neural. Control. Implant. must be broken if you think I can eat THAT many...BUT I guess I will, I am the KING of these isle's after all "start's to devour muffins not even chewing, just SWALLOWING it"
King FULLgor: "burp's as his shirt and belt gives away and his new round dome belly spills over his legs" URRP! ahh...MAN! look at me I'm huge! this will not do! men get the work-out gear!...or the royal tailors! I'm not quiet sure what to do. "walks away slowly while rubbing his new ROYAL girth...happily, JUST as the "Grunt" unmasks himself"
Conscript Min: BUT SIR! IT'S MUFFIN TIME!...forever "hauls in a large human crate marked "LIFE-TIME SUPPLY OF QUICK-BAKE MUFFINS AND OTHER PASTRY'S"
Min: he. he. he. he. he... DEMON-SKUNKY!
