In this case, I'm not sure it is learning, as you said, it's programmed to do a certain task. A speech-capable analysis computer, especially one dealing with high tension clients would be incredibly expensive to replace if it did not know how to analyse and act accordingly. All it's really doing is acting on programmed parameters. A surprisingly well made speech processor if it could confuse her into calming down just by changing the pattern though!
I'm curious what she would have actually done now, seeing as the AI doesn't seem to be coming from any one source in the area. Would she have just burned everything to the ground and vaporized the lake?

Fenfen seems fairly well built in that second to last panel. Tend to forget that there's a fare bit of muscle under that fluffy exterior.

Is Fen just flexing when she gets angry, or is she literally bulking up when she gets frustrated and angry? I want to believe that she hides her bulk behind her body language, but the 'thic' factor on her biceps fluctuates too greatly for it to just be inconsistency in design, especially since it's happened in previous chapters. Are other Hadalens capable of physical enhancement to this degree, or is this closer to the FenVix transformation?
