Flare was born with one wing. Abandoned due to her deformity, she had to fight to live, and was attacked constantly due to her inability to fly. She is mean and sociopathic now, attacking the other dragons that hated her so.
Based off of an image used to troll a board I go to. It can be found here. The idea was to use the background info somebody made up to design what she should look like, as long as it wasn't cute.
As a side note, if anybody knows who the original artist is, please let me know. He or she is indirectly responsible for a lot of trolling.

I was referencing your mention in the description, about wanting to know who drew the original.
I feel like someone provided sauce for it at one point, but that was years and years ago. I first saw it when /b/ had fewer posts than /tg/ now has.
...Which means that in addition to being embarrassed about how much trolling the pic made, the original artist (if he's not dead or something) would be shamed by its poor quality, having presumably improved since then.
