He's one of the reusable arbitrary background characters in the show. An intentional reference on the part of the animators is unlikely, but fan consensus is that he resembles Tennant and thus he was dubbed Doctor Whooves of Gallopfrey. Among the vast body of fan works since, I might be the first to suggest that he isn't necessarily a Time Lord.
