Commander: Crystal spared Ballard because of his combat skills and ability to work with tech (much like tails does in the series) but put him through both Robotization and feminization. She retains free will short of directly defying orders. this includes her sexuality, she prefers women.

Arsenal is a girl, yeah. She's supposed to be a robot-Hedgehog made by Robotnik that was made to hunt Eva.
