Incorrect. You are not permitted to post this image unless the amount of original work added to it is significant. I would say that the amount if new original work would be about 5%**. Just citing the image's source is not protection, especially since the By You For You rule states that you cannot post images not made for you specifically.
So, if you want to post this image, it has to be significantly altered. Otherwise, it's not permitted.

In addition, you, as an administrator of this site, have misquoted the TOS.
By You:
You may post work to Fur Affinity provided the majority of the submission was created completely by you (an all new, original work). Joint works or collaborative efforts must cite all contributing artists. Derivative works must cite the original source work. Tracing or direct line copying is prohibited.
my creation is derived from a cited source, therefore it directly obeys the TOS. I might add that it is the exact clause which you are referencing
In addition to the clause to which you refer, is this:
Tracing and Plagiarism
Tracing is not permitted on Fur Affinity. Any image confirmed to be a trace (lines matching up 50% or more) will be removed. Derivative work is permitted so long as proper credit is given to the original artist. Written works containing plagiarism will be removed. Quotes and references from source material are permitted so long as they contain small snippets and benefit the story.
I did not trace and credit was given within my image description.
Beyond that the most specific clause:
Memes and Photo Edits
Memes and photo edits are permitted ONLY when they contain original work. Original work, in this instance, is defined as a drawing or significant contribution (stick figures do not count) or the source image used belongs to the user. Minor edits or additions to pre-existing images (e.g. demotivational posters), cut-and-paste images or are of the "add your own caption" variety (e.g. Lolcats) are prohibited.
Significance is not defined but exemplified as being more than a "stick figure."
I, as well as most participants in this meme, have followed every clause in the TOS of this site.
I should be a lawyer for how much I love to research and debate.

Sure you did. Unfortunately, you did not follow the international copyright laws, deliciously called [url=http://www.wipo.int/treaties/en/ip/.....cs_wo001.html]Berne Convention
for the Protection of Literary and Artistic Works[/url], which says that any work, with no explicit permission obtained from an author of a work, is automatically copyrighted.
Copyright = All rights reserved [to the artist]. FA will be forced to remove any derivative works of copyrighted art, or copyrighted art himself, from the site, otherwise they will have legal issues sooner or later.
