Er, no. Not quite.
Not without your help, anyway.
The site completely lacks funding, and it seriously lacks manpower. If Watchtail is ever to return, it will be as a site moderated by at least three people from around the globe (to provide 24 hour oversight of channels and protection against trolls) and funded entirely by its userbase.
There's actually quite little, technically, keeping the site from being functional. But I literally have no time to look at these problems, and I won't for several months-with the exception of two weeks, starting now.

I'm gonna spread the word! I can't really offer anything since I don't know anything about servers and website running.
Although, how much is the monthly cost on the server??
I'm UK based too, and available most evenings, so could do a bit of moderation work. Also know PHP, MySQL, PostgreSQL and a smattering of other web and application languages, so I could help out with coding too if you like. I might even be able to arrange hosting, though I'd need to negotiate a bandwidth increase with my hosting provider.
