Did they have any Disney animators work on this? It has that painstaking level of detail and frame count that Disney was famous for.

David Hand directed all of the "Animaland" cartoons, including this one. Hand got his start at Disney (he was supervising director on Bambi).

David Hand was kind of the Don Bluth of his day... insanely talented, ambitious, and unhappy working under the constraints of Disney. Unfortunately, also like Bluth, he was never really able to achieve his full potential on his own, though he was at least able to create a small number of masterpieces like this one.
