my first thought was "I've seen that situation so many times"
my second thought was "this picture is depicting that character as being an actual poor person, and seems to be making fun of poor people for being poor"
and if you think poor people can't own computers then you don't know much about being poor. I've been poor most of my life growing up and its not fun, when I was a kid I was lucky enough to have my mom buy me a hotwheels car let alone a video game during a trip to wallmart, a matter of fact we actually went to the dollar store alot at one point. all of my electronics were either bought used really cheap or savaged from dumpsters.
my problem with this picture is that it depicts the character as being poor and asking for art, a much better way to do this picture and get the point across without defending people that can't defend themselves is the depict the dog as being extremely rich rather than homeless and poor, that way you aren't making fun of poor people for being poor, your making fun of rich people for being rich.
maybe the artist will read this and take a hint that making fun of poor people for being poor is one of the worst things you can do.

I recognise it as a a meer thought that developed in a joke.

I can sympothise and understand the case of your situation and why you would take this as offencive.
But I can almost guarentee you that this wasnt the artists intent ^^

If you honestly believe all that matters in the intention and the thought behind it, then you need to improve your social skills.
The fact that they're not doing it to be rude doesn't change the fact that they're being rude. Whether it's "true" or not doesn't even matter.
The economy is fucking shit; still doesn't justify it.
And what the fuck is sympathy from someone on the net going to do so solve someone's economical problems?
The main problem is he's not saying what they CAN say but what they SHOULD. i CAN say you are a ridiculous person who's opinion is stupid to the point of having a negative iq. HOWEVER i normally wouldn't say that because its RUDE. just like it's RUDE to say "i'm too poor to buy your art" in a comment on a journal asking who wants a commission. its all about social context. you can say something like that when talking personally to someone, but it seems like they are trying to get pity or free art by saying it in a journal so most people consider it rude. this is the internet and people can say whatever they please, however the point remains that some things people say are RUDE and therefore SHOULD not be said.
I like how you got the joke, but then decided to take offence to it right afterwards.

when you see a comment like that in a commission journal 9 time out of 10 the person really can afford to buy the commission and thats why its funny, but when you take that 1 person out of the 10 thats actually poor and can't afford to buy the commission and you make fun of him because he's poor then its wrong. the dog should be depicted as a rich person pretending to be a poor person on the internet not an actually homeless poor person, because when it is a poor person your making fun of him for being poor, where as if it were a rich person posing as a poor person your making fun of him for lieing and trying to get free stuff when he can clearly pay for it.
