Your God has words he has deemed fit to share
In Character:
The Domination Games will pit 32 lucky qualifiers against each other in random pairings, the victor moving on to the next round. What qualifies a victory? The submission of your opponent. Either by their willing vocal surrender, or by force of power. Oh, and taking their life does count as victory as well, if you so choose that route. Though in victory, you are granted the right to choose whatever fate you deem appropriate for the defeated. So know this, 31 will submit in the end, and there will be only one Master of Domination.
Of course not everyone wants to fight alone, so you are welcome to take cohorts into the frying pan as well, but they risk just as much as you do. For if you submit, so do they.
But what do you get for victory? Besides the grand, world renown title of Master of Domination and deciding the fate of so many skilled combatants? You will be given a reward of your choice that is within the power of the tournament to gain. Whether it be money, land, title or even something of powerfully magical means.
Out of Character:
For those of you who don't know, OCT stands for Original Character Tournament. In an OCT, artists and writers are tasked to tell a story of their character in the tournament set in the world laid before them. Rules and guidelines are laid down, and each OCT is different.
The limits of a character's abilities will be ranked by 6 stats:
Strength- How strong your character is physically.
Agility- How mobile your character is. Speed, Jumping, Swimming are included.
Toughness- How much punishment you can take.
Stamina- How long you can go, how much energy you got to back you up.
Magic- Anything that normally isn’t physically impossible, including pokemon special attacks.
Intelligence- How smart your character is, how well they can use complex things, and how well they can strategize.
These are an ooc way for characters to compare to see who is stronger, who is faster, who is smarter, and such things. As you proceed in rounds, you will gain more points to spend.

First point: If it's binding that means players can lose points for going beyond their stats, which means potentially players can lose matches due to this. Losing in an OCT to someone better than you is hard. Losing because you took a risk that didn't pay off or made an obvious mistake is harder. Losing to a technicality is rage inducing. Losing to an arbitrary technicality will likely end with death threats.
Second point: Players have an amazing ability to, willfully or otherwise, misinterpret rules. They'll either not understand your rubric or they'll undergrade themselves to accommodate a 'hidden power' or something else. And remember adding a numerical value to something like 'agility' or 'strength' is completely arbitrary and will vary from system to system. For example a strength 10 in Fallout is godly, while in D&D a strength 10 is piss pour, and strength 10 in Inquisitor means you'll need a complex series of pulleys in order to open an unlocked door.
