HELP, Power shut off

A couple weeks back our power was shut off. A new law states that if you've lived at a residence, even if you pay 200 a mo for rent/utilities, you are liable for the full bill. So when my brother was dragged out with his two kids by child services we found out he left behind a bill for 3,000$ that we had no way of paying.
We're gonna get solar panels to use some of the electronics but.. we get 800$ a mo from ssi, father can't work because of doctors and they won't list him as disabled, brother goes to colledge and I seem repel jobs with super powers.
My friends, the ones I thought I could count on in town. Who had been with us for years.. left us in this pit of quicksand and turned thier backs. I can use the car battery to get online for 30m-40m and got help from one of one of my online friends...
I'm a stranger to almost all of you, lurking at the edges and watching but... I'm asking for help from the furry community.
Pass the word along even if you can't, or won't, be able to help.

I saw where
Good news is because my mother is disabled, Diabetes took her left leg, we need only pay 1000, then they'd split the remainder over a year to start it back up.
The electric company says they'll start it up if we pay 1000$ then split the rest over 12 months. So if we get that much we can manage to turn on the gas. No electric but we won't freeze, it hit 31F last night. It was soo cold.
I wish I knew of other places to share my situation.
