Skee ball
Take a skee ball arrangement as might be found at a fair or carnival and change it a bit. Add a fellow. The high-score skee ball hole... lets the ball fall onto his balls. The low scores should be rather low, and the high score fairly high. Now, do you play with the regular wooden or similar balls, or do you go for the more slightly more expensive but also more rewarding (for a winning player) heavier balls? Lead, perhaps. Something so that a win is known because of the target's loss.
The targeted fellow could hawk and taunt, or he could be gagged. There would be someone else to hawk and also deal with payment and dispensing balls - and changing out targets. Speaking of which, no other harm should come to the target, so he ought to be strapped in place behind some protective screen, either transparent plastic or a wire mesh. He might be partly protected, but he must be visible.
Wanna play? Go right ahead, but check to see what the rules are. Hogging the game is sometimes frowned upon and there might be a sign "You volunteer yourself as target by losing X games in a row." And check to be that X isn't changed while you play... unless you want to volunteer the hard way, that is. Obviously, that only applies to male players. So be careful, guys, as you try to win that huge plush moose or whatever
