I Have A Serious Problem I Need Help With

This... is not good!
Ok, I have serious problem I need help with. It's about my laptop which is the thing I primerally use for work, surfing the internet etc.
My laptop has been blocked from use, even when I'm not connected to the internet or after I turn it off and then on. (I'm writing this on my iPod).
Apparently, according to a message which just suddenly blocked me, I have been sharing copyrighted content thus leading to my laptop becoming blocked.
Firstly, FurAffinity is the only places exsept FaceBook which I upload anything on. I have never broken any copyright laws while I've used either of these.
Secondly, this message I revived seems a little fishey... It claims that I must pay £100 within 72 hours or.... something will happen. Not only that, it also provided an feature where I can enter Bank/Account details to pay the so-called fine.
This..... This is the mark of a scam. A scam which aims to drain my bank account dry.
If I turn on my laptop nothing, not even the desktop, loads. I'm thinking that it must have picked up a virus or something which has slipped though the security net.
Oddly enough, just a few minutes earlier my laptop had blocked a pop-up. Then I got the pop-up on screen. Seems weird since my laptop supposedly blocked it.
There was nothing on the pop-up so I just closed it. I think that pop-up must have been the cause of this problem.
So yeah, this is a cry for some help with my laptop. How should I go about fixing it?
This is actually slightly embarrassing since I'm a level 3 IT student who gets distinctions on work. Unfortunetly, all my studying and practice has been for coding program's and designing them, not how to get rid of some crazy virus which seems to have the intent on getting at my money.
In a nutshell:
Susspisious pop-up.
Block seemingly failed.
Then the message about being blocked and fined.
Can't get my laptop to start.
I can still do stuff since I have my trusty iPod and two desktop computers downstairs so this will defineftly not be stopping me from doing anything. It just means my laptop can't do anything; which is a huge kick in the crotch because my laptop is the ONLY one which can run Minecraft (not hurting so bad about that but It certainly gets me angry) and has work, files etc, which I need.
Please help! :(

Attempts to start the laptop in safe mode failed.
-Does not load desktop, can use Ctrl Alt Delete but can only log off/shut down.
-Shows white screen for a while, or shows the screen for the Trojan.
So thats it so far. A little side note to why the fact I can't use Minecraft is so bad;
I've been working on an adventure map for months. All my planning/building and such is n that laptop and since its the only thing I have that runs Minecraft I wasn't able to backup any of the progess onto anything else and do checks.

I was a little worried that I might have never be able to get rid of it without getting rid of my hard drive or something.
It's very possible that your HOSTS file might be hijacked, so if that's the case, then I can download all the files and put them up on my website and give you the direct links, so that you don't re-infect the computer again because of the HOSTS file hijacking.

Don't worry about it, that question isn't embarrassing to ask. Sometimes IT experts would ask others for help, that's how we all work together. I have a lot of experience in the security side of IT, I could break codes, write encryption schemes, make computers practically immune to many viruses and/or other nasty programs.
Unfortunately I'm not at my laptop right now. Downloading that program may take some time aswell since the download speed where I live is miserable.

I suppose this also has a bright side since I'll be practicing virus removel etc, in the process.
Even with safemode it comes up and several times all I've had are white screens.
Is there another way to get rid of it? I don't want to end up reformatting the hard drive.
I'm still going to try to remove it though the method you suggested for a while.
