It'll be a few years before Emperor Kim can launch a nuke even as far as Alaska, never mind San Francisco or Seattle ... assuming all goes well. I wouldn't recommend living much longer in Seoul, though ... or possibly Tokyo or even Honolulu. The main danger of Seoul, though, is that N. Korea might invade the hard way ... on foot.
However, I think we read the situation all wrong. I think the real target of North Korea's nuclear ambitions is China. Kim must know that the South will never invade, nor will the US or the UN. China, however, is another matter... N. Korea has been out of control for a long time, and now that it's pursuing a nuclear armament program, Beijing must be plenty worried.
I predict that there's a 50/50 chance the Chinese will, in fact, invade in the next ten years. Their alternative is to wait until the rogue satillite can turn around and bite the Chinese, at which point Beijing loses all control. I think they'll want to reign in the North before then.
Another possibility the Chinese must lose sleep over is that the North might invade the South or attack the US. Beijing knows perfectly well the West will retaliate .. *must* retaliate. And because there's no option, China will not want to become involved. But that would mean sitting back while the West, ie: America, pulverizes North Korea for nuking Honolulu or Tokyo. Beijing cannot possibly believe that America would just take it on the chin, so they won't do more than a little sabre-rattling, lest China end up in a nuclear they don't want. That's why, sooner or later, China has to take control of North Korea again ... and sooner the better from everyone's standpoint. Jusdt as China would have to stand for a second strike against their satillite, the world would stand by if China makes a first strike on Korea. Everyone would know its for the best and merely make feeble protest.
I mean if you've ever watched North Korean TV there's lots of scenes you just need to subtitle to get comedic effect. Plus the editing was far to quick.
