Who the hell would call the cops on a 3 year old!?

Ok So... Some of you know I have been babysitting right? Watching my favorite little Cousin EJ~ <3
Well I found out Shana is being convicted out of her apartment cause the dude below her has called the cops on her sons 5 times for being loud. :/ Ok here in SC The times you have to be quiet is 10PM to 8AM. After 8am you can do whatever. Will this dude called the cops on Brandon and EJ for being too loud at 10 am and 6 pm. :/
Mind you EJ is 3. He knows no better on being quiet and is just being a kid. Plus he is semi autistic. Brandon is 14 and is partially deaf so he doesn't know when he is yelling due to he wants to hear himself talk to be sure you are hearing him.
So it's not really their fault. The dude called the manager on Shana and the manager told Shana that she can move to the other apartment or move out withen 30 days. Ok.. She chose to move out due to the other apartment that the manager said she can move into was robbed twice at gun point. Yeah I wouldn't move in either. But it's now gotten so bad that the News 4 had somehow caught wind about this and are coming out to get this story.
What the flipping hell? Shana doesn't need this. :/ She's a single mom who works all the freaking time with two sons that she is trying to get by barely. And before you mention why can't the dad help. He pasted away in a Motorcycle accident few years back.
So yeah I am pissed. I found this out yesterday and found out that the News 4 are now involved in this. So that tidbit does not help Shana since she is now trying to find another place to rent.
Oh and to top it off. The apartment that Shana and this dude are in. Is right next to a playground where alot of kids play laugh yell scream and whatever. And the dude gets pissed at them too yelling at the parents to shut the kids up. So yeah this dude has anger issues and hates kids. To me. I say he needs to move out. :/ Cause this apartment complex Shana is in. Goes by her paycheck. So she only pays $200 a rent. And is basically a place for people like her.
Right now. All I ask is keep my Cousins in prayer. (Shana is my cousin while her sons are my second cousins) End rant. XP

now yelling at kids that are playing in a park is a bit excessive.
I'm really sorry it got them evicted though, at mom's place everyone just knows dudes off his rocker.
At least that's the general rule, but it all really boils down to what the lease agreement specifically states. If it actually says in the lease that there can't be any noise period, then Shana's in trouble. If, however, it only states that there can't be noise during nighttime hours, then Shana can legally defend herself in court.
Is there any way Shana can show me a copy of her lease contract?
