The herbs are part of an anti-Umbrella contingency, grown by a former member of Umbrella corporation as a means of rebelling them after the company fired them for a conflicting opinion of business ethics. Namely, the former employee didn't agree with the lack of business ethics exercised by Umbrella.


Either that, OR......wait for it......Umbrella grows and markets the herbs themselves as a "natural remedy" from their line of products, and what you're consuming in the games are actually herbs purchased and grown by the residents therein!
