They're clearly not obeying the conservation of mass, leading to the world slowly being filled with more and more water. We've already seen results of this, with Hoenn. Eventually the entire world will be covered with water, and later, the added mass will through off the world's orbit, hurling it into the sun.
I like the think that there is a sort of hammer space inside of water pokemon that they fill up at some point. Then, they can use water moves whenever using their stored water.
I'm more concerned about grass pokemon. How the hell do they grow leaves fast enough to use leaf storm? Especially ones like Victreebell, that only seem to have a few leaves.

Hammer space is a pocket dimension, but it's used for pulling hammers and other objects out of thin air. And I think magical growth is a good answer to leaf storm.
I mean like I get that a fire type pokemon could've swallowed a lighter but vomiting water at someone it has to be coming from SOMEWHERE.
