This is more psychological than physical. I picture a stallion, either fully dressed or at least wearing shorts. He's reading a letter with a very worried "This can't be!" look. We can see enough of the letter that we can read it's from The Office Of Population Control and that the stallion has "been selected" and it doesn't take much to realize just what he's been selected for by that office.

Or the letter could simply add "selected to be gelded" in the more visible area and eliminate that ambiguity.
Perhaps there is eugenics and *both* cases apply - there are Selected Breeders, and Geldings. And a bureaucracy is apt to mix things up from time to time. Would someone not desiring to a Breeder go as far as getting gelded to avoid that? Or is there a third class of male, the Unselected Breeder. He's not chosen as his characteristics are not terribly desirable, but his breeding wouldn't be unwelcome either so he's not at risk of gelding... unless there's a mix-up or someone at the OPC has it in for him.
Whether he's selected to breed, or selected so he will never breed productively, he would have a few choices:
* If it's permissible, find a substitute - much easier in the case you mention, of course.
* If it's not permissible, try it anyway - still easier in the case you mention, but with more risk if the deceit is discovered.
* Go underground and hope he doesn't get caught - severe penalties if caught.
* Leave the country - assuming he can flee to another country and not be sent back or treated just the same as in the country he left.
* Go through with it. This one has a few choices of its own, as mentioned above for your suggestion of selected to mate. It could also have a couple choices for him he's to be gelded:
- Appear as the letter says and have the procedure done in typical assembly (disassembly?) line bureaucratic style.
- Have the procedure done elsewhere and appear only to present proof of the procedure having been done. There are plenty of variations on this from a hospital or office procedure with better bedside manner, to the extremes fantasy.
I was thinking along the lines of something has happen and there are few males that can breed and create healthy kids, so he has been tested and found to be of good stock. Gelding would be for the males that prove not to be of good stock. he may know others that would want to, but few if any of them can help create healthy kids.
I do love all of your outtakes on my suggestion. So many ways to go with this one. So many outcomes. I am sure we could keep this up all week long. You do have a great imagination.

Something like Thoroughbred racing, all foals must be the product of "natural cover" though without the reason for restrictions being quite that. Tradition or belief system could easily account for not using AI even if it was available.
This image idea could lead to a few more. Would it be one image with nothing showing on the letter except in a though bubble as he read? Then just change the contents of the thought bubble and there are both the horrified Gelding-To-Be and the Worried-Selected-Breeder. Each could be shown as they try to escape or come to terms with their fates.
I don't have anything in mind as of yet either way, and each image would be a snapshot of events. I have thought about writing some, since I do have the odd idea that doesn't translate well to a simple image, so putting a story around it might make some sense. I suppose it'd be something like some of
I don't the details of what story might go with this, but I can already see a solution to the Fearful Breeder's problems, after a fashion. And a nasty (but probably quite predictable) twist to the Gelding-to-be's fate, in a couple ways.
Another good point about the tradition or belief system. One way or another the breeder is trapped and the one that is to be gelded I am sure will be watch at some point to make sure he don't try to get out of it. While the breeder is treated like some big time star and just about given the key to the city. Both would have a hard time finding stand in's that way.
