The first "stage" in the GeneX series, Death Row is the successor to the Prison Island facility, which was destroyed by Dr. Eggman. When Copter was captured shortly after birth, he was imprisoned at the top floor of this island prison. Fortunately, Metal Sonic soon arrived to break him out. Of course, Guard the Gargoyle attempted to halt their escape, but Copter defeated him and the pair escaped via Eggman's EggSub. Before his promotion, Sgt. Gunner saw to it that the prison's security was upgraded, so Death Row remains, deadlier than ever.
