Passengers: 
Anyone can be a passenger on the Aether, provided they have the money.* Passengers are usually trying to get from one port to another, within or between worlds. Occasionally a passenger will decide they like life aboard the ship, and can become a member of the crew with the captain's permission.
*Or you can try to stow away, if you think you can get away with it.
