Help me save my dog ._.

Hey guys, my dog Lucky is 16 years old, and year ago he had a huge tumor on his right front paw. His finger was amputated, here's photo after the surgery:

Now we saw that right above where he had it, he has NEW fricking tumor. It might be developed from cancer cells from previous tumor. He needs to have surgery again, but it's too expensive for me.
I already had to open special commissions to earn for my meds, and now this happened. To be honest I'd rather stop taking my painkillers and allow my dog to happily live a bit longer than other way around.
Still, vet bills will be too much for me, it still will be around 350-400$ with his stay at the clinic, meds and surgery itself, Not even speaking about meds that I have to take daily.
