Like every Military Memorial, a priest (of some sort) in matters of the spirit, a lot of soldiers, officers and service men and women attending the memorial along with his friend and those who were under his command.

I've been to my Grandfathers Memorial Funeral, he was in the Air Force which is how I'm able to extrapolate a possible Funeral in the Fleet and the scenario above is a close representation of giving Fleet Officers who serve in the Fleet will more then likely have the same funeral like Commander Shepherd, while the Soldiers on the ground will have a complement of soldiers in a line firing fake ammo in the air as the Soldiers are put to rest and respected
More then likely he will have a personal tomb stone in a military graveyard and his name will be on a large slab of rock with all the names of soldiers and officers who died in the Reaper War
