PSR RULES (Take one)

Ok.
ebonyleopard here giving an intro to the PSR. Many people have been asking since early this week when artwork for this project started, just what is the PSR and how can I get in on it. The following will be the first run of an outline of what the PSR is. A formal stone set rule outline will be posted in the main page's description, hopefully later in the week.
1) What is the PSR
The PSR will basically be sort of an extension of what I initially had in mind for the universe of the PCA. In that it's sort of a spin-off extender of what the PCA started as, so things, places, people from the PCA exists in the PSR. So you are bound to see some cross over characters from the PCA in the PSR as well.
Once established, the PSR will be what is called a REACTIONARY RP here on FA. That means, the main site of the PSR will set up monthly scenarios for members who decided to join to have their characters react to. These scenarios will be called events. Some events will have short-term effects on the PSR story and some may have lasting effects. Think of this as having a group of people in a room and suddenly a car comes crashing through the window. Each person in that room, while experiencing the same event are going to have different reactions to it and see it from their own point of view and perspective. That is what we are aiming for. Each member who joins the PSR may feel free to have their characters react in anyway to the event they see fit, with what ever other character they can coordinate with, but in general that car has come through the room, you can't ignore the car (or you'll be squished by it).
So the PSR, while having a free world for artist to create their own stories, plots, and ideas, will still be functioning within a larger world that will have sometimes surprising and off the wall stuff happen from time to time. NOW, if this is not your cup of tea, that's fair. But we ask that those who join do not try to alter this rule once in.
2) What is the Theme of the PSR
Initially the PSR (Poke Star Rangers) will be opening up as a summer camp. It's a Space camp located at Camp Canasta, Mt.Moon in the Kanto region. During the various academy's summer break session, parents may send their kids off to camp from a variety of reasons, summer fun, to gain some discipline, confidence boosting training, punishment, you name it. The kids who come will be learning things from their instructors such as survival skills, search and rescue skills, science education, practical uses of their abilities for daily life, technological and robotics training, team-work skills, even some spiritual counseling (Ghost types may find that one interesting). Eventually students will be actually taken up into space to visit the Poke Star Research Station, where there are on station dorms and they will be instructed in Star Ranger training, astro-sciences, space maneuvers, how the nations defend against threats from outer space, and various astro-technologies. They may even be able to do space walks (well if their score rating are high enough), or even get to use some of the high tech toys on the station.
3)How do I submit characters?
PSR character submissions will be limited to students only. Staff/instructors/Directors will be provided the PSR's primary board. The reason for this is to help better structure the over all RP of such a free world idea, by making constant adult supervising characters that the kids that join can interact with. This way these characters won't disappeared in the flood of students, contributors can pull any establish teacher they want for their own RPs and stories, and the staff will have a constant presence in the RP.
So PLEASE, no staff submissions.
Submitting students will be similar to PCA with some differences. Obviously you character should be a pokemorph.
No Hybrids. Yes, your pokemorphs can have parents of two different kinds of pokemon (Using the game’s breeding structure as your GUIDE people), but visually they still gotta be one or the other. No mutant pokemorphs that look like half their different parents. If you want to have some sort of physical attributes or something (Fangs, physical stance, in some cases coloration) ok, but if you people make a lopuny eared, pikachu tailed, lucario, or a charizard winged squirtle you’re gonna get thumped.
No DELTA OR SHADOW POKEMON, NO EXCEPTIONS
PETS are ok while the kids are in the Earth camp but not on the station itself when the RP moves to that point. Let's face it, getting a pet up into space isn't going to be an easy thing with a limited space like a space station sleeping quarters. (Trained worker pets, Seeing eye dogs and what not, may be worked in, but their introduction would have to be shown with some level of difficulty. I mean again, pets in space? Not an easy thing.
GRADE LEVELS
The PSR are open up to Middle School and High School students so grades 6-12 this would be ages around 9-18.
POWER/ABILITIES
Pokemorphs MAY ONLY KNOW AND BE ABLE TO DO MOVES THEY CAN ACTUALLY LEARN IN ANY WAY BE IT TMS, HMS, EGG, OR NATURALLY, no exceptions (unless it was grand fathered by the character being previously made and established in the pca). Obviously most pokemorphs can do FIGHTING TYPE things like punch, kick, ECT, but if they are not a FIGHTING POKEMON TYPE, they cannot master these moves and certainly not ones that are beyond your typical martial arts moves and would require some sort of aura power. This rule is to keep pokemorphs realistic to what they are and keep them power balanced (so we don't have a million aura users). Each student has a limited number of MASTERED moves according to their age level that carry over from grade to grade. These moves they do not forget and can always use once learned. Some moves are considered a give. The starting moves of most egg pokemon like Growl, Tail Whip, Bite, ETC, these are given moves. They really don't require training to learn how to do. Any little kid can bite someone in a schoolyard fight (assuming they have a mouth that is). Middle school students are assumed to have the basic 4 set moves that a high school freshmen would have BUT, their move set would be more dominated by at least 3 of the standard moves like BITE, TAIL WIPE, GROWL with one core power move, unless (one additional move would be given from an egg move, so they could have 2 more actual power moves and two standard moves, but no more than 2).
High School students follow the same set up the PCA had as far as number of moves per grade. 4 actual learned moves (not including the standard moves) per grade.
The Instructors are at Professional level. They may not necessarily know every move of their type yet, depending on their own level of education but they do know a whole lot more than the students (they is why they are the teachers).
Directors are to be considered pokemon Masters. They know ALL available moves to their particular type.
Students DO NOT HAVE to be submitted as teams, but we do want to limit a team to 6 members. NOW, THIS IS NOT A contest to see how many pokemorphs you can create. The idea of making and submitting a character is; this is a character who I am going to grown and build a personality/character for. To best do that and to best establish my character, I want them to be more focused so that others can learn who they are and possibly have their characters interact with others. It's easier to do this if each artist/writer didn't have 20 students to have to figure out what to do with. So try to submit characters you really want to grow and have other actually interact with, rather than they just become one of many PSR characters floating around that nobody (yourself included) ever does anything with. IT is assumed most kids coming to the camp are being sent individually and may have absolutely no idea who the new kids they are interacting with are (think of how a real first day at camp would go). This FRESH START for the character (even if it's an established PCA character) could lead to all kinds of new and interesting developments for the character.
4) So, What can I expect to be in store for my characters?
The PSR is a Meta-event driven art and story RPG. Artist can draw pictures that are related to the events as well as individual stories set within the frame of the events. (Example: Event - Opening day, students are arriving to the camp ground, show by way of picture or story what your kid's first impression of being sent to the camp is) (Reaction, you can have your character actually show their feelings about being at the camp. You can have your characters meeting new or old friends while at the camp, ETC. How you react to the even is up to you. ) Then there will be what is called LAG TIME. LAG TIME is where you can creatively have your characters go off and do, whatever. Are they, sneaking off campus to do a night on the town (and what trouble would they get into because of it). Are they, sneaking into the opposite camp/dorms? Do they write letters home to their friends at the pca? Whatever you want your characters to do during a LAG TIME, have them do it, just always remember, ultimately so long as they are in the PSR, they are technically, physically at camp. Also remember, NOBODY IS TRYING TO TELL YOU HOW TO HAVE YOUR CHARACTER BEHAVE OR REACT TO THINGS. How they react is totally up to you, we just ask that you have them REACT. This is again, a Reactionary - RPG. Events will more than likely be monthly, giving artist and writers enough time to do what they have to do/want to do. The events will be vague enough for you to be as creative as you want to be. It is a sort of story RPG so things will happen in a logical course of events. To start with students will first go through an orientation where the staff will be introduced (artist/writers will be free to select staff members to include in their stories, we just ask you keep them in character as their bios show. Asking the appropriate staff creator wouldn't hurt either for tips). After Orientation, students will first be trained on earth how to be a ranger, so these 2 events will be what starts off the PSR's RP.
Students will eventually be expected to earn a badge from each of the section leaders by accomplishing a task. (Like gym battle badges, obtaining one badge gives them the right to go to another section to learn from.
Side chat RPs. IF people want them to be stored as official story elements for other people to read, create document files and load them to your site. Just like with the pca, when notification of these stories are made (By way of sending a note and putting PSR in the title) They will be FAVED in the PSR fav gallery and those who visit the site can go to the fav gallery to read all the stories visually or written that other PSR members make.
5) Directors of the 4 Sectors
There are 4 primary directors of the PSR (or the Four Horsemon as some call them). One Head Director and 3 Assistants. Each is in control of 4 different sections of the PSR camp. These sections specialize in a different aspect of the camps educational instruction. As people develop and submit their characters, you may want to make not of which director/section the students will be learning under. These sections include North: Galactic defense, South: Ground control and communications, East: Tech Support, West: Terraforming. The directors of these sections have been uploaded first in the PSR gallery (or as close to the beginning of it as possible). Each director has his or her own touch and way of teaching that may better suit one student over another. When artist and writers do their submissions and include an adult staff member, they may want to establish this fact in some way. The space station is pretty big (once they finally get there) and kids will be funneled to one of these four sections of he station (so some may be totally separated from one another, something else to think about.).
LEGENDARIES
There will be some legendaries that are considered open, (of course we ask you don’t abuse them), BUT there will be some minor restrictions for the sake of the community story.

1). Mewtwo. (In the PSR these are Limited to 3 that were established with the PCA (Felix Felinduce, Kuron, and Elizabeth)

Due to an event that would have happened in
ebonyleopard’s Felinduce Strike’s Back story, Mews are now in play BUT with a type of genetic restriction. They are now in one way or another genetic relatives to Ms. Meow (the first mew) and they can only possess moves that mew can naturally learn (They can NOT know TMs or HM moves). This event/ occurrence may be revealed as time goes on in the PSR story.

And I think I misunderstood. I thought Pokemon Star Rangers was another of the games but now I'm thinking this is just an extension of the Pokemon Rangers game.
And it may seem odd but I like the limitation on legendary Pokemon (and your breeding rules/restrictions ^.^ )
Keeps things in some level of relative reality
Good... i think Adam fix. But i´m a bit worried about the "No DELTA OR SHADOW POKEMON (Unless they were already established as PCA characters back when the PCA first started. NO Newly created ones, NO EXCEPTIONS)

So, in the off chance Carlito decides to do something for PSR, all his characters are still valid since the PSR still exists in the context of the PCA world.

I think I'll first establisch a team in the PCA, and then pull them over later to here, like what they do in the summer pause of the PCA. x3
So I am prolly going to screw up a lot... what are some good resources to get an excellent crash course on the operations of PCA? I really want to join this stuff, and want to look to join via PSA.
Also any problems with a chubby psychotic Hoenn Seviper named Misty Repiv showing up?
