Here's the quick and dirty... after SOPA failed to pass in the US, the corporations concocted a new international trade agreement version and got the EU to push it through in secrecy. It's already been ratified in Poland, and is likely to pass in the rest of the EU and pressure adoption and enforcement in the states.

This bill is every bit as bad as SOPA, and will likely pass because of global corporate pressure and because the internet provisions are being pushed in part under a banner of stopping CP and child exploitation.

IT MUST NOT PASS.

Go here for more information on how to stop it, and do not delay! This threat to free speech cannot get any more immediate, as more countries could sign on at any moment, making global adoption unavoidable.
