Some cultures might do it, but for the most part, I suspect most anthro cultures' attitudes toward lopping off their own body parts would be a lot less cavalier than those of human breeders. Risks of complications from the procedure and general aesthetics aside, ears and tails are useful signalling devices, and tails may provide balance. In a technological society, they're an extra set of movable appendages that can be used to operate devices in your armour, while leaving hands free for other tasks.
If anything, I'd think you'd see tail and ear docking as a punishment. Something that would permanently identify a rulebreaker, while still leaving them able to perform useful work.

For those curious, the drones are somewhat customised, and capable of independent operation. The red one on her left side can project a force field wall and push things with it. The magenta one on her right has an energy weapon built in. And the blue one below operates independent sensors so she can locate targets more easily.
