I didn't expect to see Westersloe indulging in such vices as these. Gambling! Smoking! Drinking! Staying up late!
I interpreted the old lore about elves never sleeping to mean they don't need as much sleep as lowfolk. Zandar can stay up for days, weeks, months at a time.
I haven't given a bit of thought to whether or not the ecclesiastical authority moves to Persoc along with the Court in the winter time. Obviously the Cathedral stays in Albric year round...

In the next segment, I directly address that question of sleep, at least from Westersloe's point of view. Westersloe probably doesn't drink too much, but he does have pipes now and again, and he's obviously fond of the cards.
It could well be that, given the Cathedral is over the most sacred spot in the Empire, the High Bishop must stay there as much as he can, with a trusted deputy filling in at either location when he can't be present. The alternative would be if Persoc Tor itself had a special and sacred place, albeit one that was slightly less important that what's in the Crypt.
