Originally it was more of a design aspect, since she was also rather small (before developing story and personality). But in my headcanon more recently, it's just a genetic situation (being a mutt, means they didn't develop fully in favour of her mammalian portions. They're not meant for flying; gliding, shade, comfort etc.
