I've found that regardless of the outer width of the female hips vs shoulders, there are significant changes that result from the location of the hinge of each hip being further out, particularly in posing.
Think of it this way: drawing a guy in stick figure, you'd generally bring the lines for the legs in directly at the bottom of the stick, whereas with women, you'd put a line on the bottom and connect them to either end of it. Even if the fleshed out version is the same width on the outside, the angle is different.
