Honestly the answer is quite simple Chrysalis just needs to organize a treaty with Celestia. The terms are simple and fair. Her and her people will occupy the city only long enough to repair the damage caused by the invasion before returning to there homeland taking with them a company of ponies. (roughly enough for a small settlement) Then on a regular intervals say every month or so. (unless of coarse the settled ponies choose to stay, after all its not like they are going to be mistreated if the changelings require their love) a new company of ponies would be sent out to replace them for a month and you would just keep cycling in and out the old settlement for a new one. Everyone wins Celestia regains control of her kingdom with the mild extension to include the Changeling homeland, She loses a enemy and gains a formidable ally, And I figure after a few cycles of settlers returning to explain how well they are treated by the changeling people before enough wide spread information leads to open acceptance and then the changelings can just spread out and join other communities without fear of rejection...
Spoken like a true strategist. but take into account this. While Chrysalis may indeed be their queen she can in no way control all of them, and Changlings can be greedy creatures treating love like a full grown dragon does love. Changlings Integrating could work but the larger chance says changlings get to greedy, take and take and take, and ponies start to call for their extermination rather than accepting them into society.
I would agree but is there such a thing as loving too much? Is it possible to horde love would it be more beneficial for Changelings to strive to get greedy on love because the only method of obtaining love is threw continued acts of kindness and friendship that is nurtured it would actually be more likely for a changing to try and seek partnership with one of the settlers...
