Not to be "That guy" but I am gonna.
That's called a request not commission. Commission actually involves money in some form http://en.wikipedia.org/wiki/Commission_(remuneration) | http://en.wikipedia.org/wiki/Commission_(art). You are not offering goods and services for a cost or need for remuneration, it is therefore not a commission, and by continuing the trend of implying there is such a thing as a free commission it kinda continues the other trend of people asking other artists who are offering services for money for these supposed commissions because they're "Open for commissions"
