lol, excellent analogy. As for why Reme hasn't stepped in these putrid uncivilized lands is quite a few reasons.

First off is location: The Reman empire is situated in an area similar to Europe and as such enjoys a fair climate. The Leonean kingdoms however are located in a continent similar to Africa, and in between kingdoms there's either desert or savanna; either way, it's fucking hot.

Second off is trade: Reman merchants actually make a good economical profit off of trading weapons to leonean warlords and also can get materials and trade goods found only in the Leonean continent.

Finally is stigma: The Leoneans, (as disorganized and broken as they are) would never accept or cooperate with Reman rule and would cause trouble and chaos in numerous rebellion attempts. Also as far as Reman public opinion goes it's far better to let the Leonean kingdoms rot and kill themselves from the inside than bother waisting Reman troops and resources just to try and bring some order to those lands.
