Waimbert really wanted to include a page showing what Sly was doing while Sally was busy with Carmelita, so he drew out this outline for it...even though it also gets revealed in page 19 XDI decided to color it in and make it a mini page that happens after page 14 since that's where it fits best in the narrative of the comic.

Okay, very plainly, I DID NOT REALIZE THAT THIS WAS 14.5 UNTIL AFTER I'D STARTED CHECKING THE PREVIOUS PAGE AND SAW OLDER ONES. THAT CONFUSED ME. Then I looked at the description to see it was a drop back that was sequenced into the place on the page navigation and I got it.
And BTW, this could easily have been a "Meanwhile" moment which is what I thought was happening before thus making it still page 19.
