(The White Forest) lines the ruins of the Kero capital city of Tifu'Riak or more commonly known as the Litha Tu (The White City). This city was destroyed by the Ja'kiu killing the vast majority of it's 2 million occupants thus triggering the Great War almost 900 years prior. The great war that caused the founding of The Empire.
Each citizen is granted one visitation bi-yearly to spend time within sight of the ruins (You are allowed within 1/2 a Km of the city's borders at special clearings in the dense forest). A attendee (Normally a retired police officer / military) escorts the citizen to very small private clearing where they are given the day to quietly perform any civil action of their choosing. Normally covered by several inches of snow, most citizen choose to read, reflect, even sleep in the stillness of the forest.
Those that do not obey the rather lengthy series of rules (Disruptions, littering, eating, fornication, etc) are removed and banned for life if the rule broken does not require a jail term. The attendee remains with the citizen out of view until either they choose to leave or their time expires.
The ruins are a graveyard for not only the near two million who died when the Ja'Kiu sacked the city, they also serve as the resting place of the first Emperor Liosak and the Second Emperor Fira'Tari who are buried in the remains of the city hall (No other Emperor has been buried in the city since). As well as all deceased honor guard members are buried in the clearing outside of the city.
Only a small cast of specialized caretakers are allowed to walk on the ground of the ruins, otherwise outside of the local wildlife it is forbidden to sully the grounds with footsteps; Attendees will also shoot anyone who leaves the forest and treks the 100m to the edge of city's clearing if they do not halt; this has only happened twice in recorded history.
