That's basically what all YCH (Your Character Here) drawings are. The artist sets up the scenario, and interested people pay for one of the available slots in the picture.
If you do a search on FA of 'YCH', you will find dozens of artists doing these every day.
It give the artist an idea to draw that they are interested in drawing at the moment; as well as allowing people who wish to be in such a picture, to pay to have their character in it.
Sometimes it's done like here, where it will be a fixed price and the artist chooses who they will use (either randomly, or by what character best fits the scenario), or by allowing the people to bid for a slot, where the person bidding the highest price, gets the slot.
