She can to a point; it's really only as good as 'Jedi mind tricks' so only fooling the week minded into following a suggestion. Thus it can't overpower basic survival (since jumping off a bridge = death in most cases.) Also mental manipulation is harder to perform on those who are capable of sorcery, since their minds work a bit differently than most everyone else.
