The 'wire mother' was a device used by Harlow for research into infant bonding. He made dummy 'mothers' for baby monkeys, so he could alter their characteristics and see which ones the infants clung to - with or without fur, with a milk dispenser or without.
Harlow was a strange person. He had no problem torturing test animals to advance his research, but hated the way others in his field would try to downplay the suffering to avoid publicity. He argued that it was perfectly ok to traumatize animals even to severe extents if the research would be of benefit in treating humans, but that researchers should be willing to admit that they were making this moral decision rather than trying to deny it and hide from the public outrage like cowards: If the ends justify the means, do not lie about the means.
