This is what happens when toons go too insane. They get sent to the Acme Mental ward for the unbelievably insane.
Meet Belfry one of the most insane toons in the mental ward. Of course being one of the most insane he is also one of the most dangerous. and whats worse is that he is very skilled at escaping the mental hospital and reeking havoc on all sorts of unsuspecting toons and humans.
he love to do all sorts of toony antics from inflation to expansion transformation insane comedic acts and everything under the toony sun that you can imagine.
There are a few things to note about Belfry:
1. He can pull all sorts of things out of his straight jacket sleeves (its his hammerspace)
2. He will often just start saying random nonsense words to make them sound like a sentence. sometimes he makes sense. often times not.
3.he is overly hyper and will bounce around like mad of something excites him (which is many things)
4. he doesn't know restraint as he will always will break out of any bindings you try to put him in. the only way to capture him is to trick him.
5. watch out cause he wont just make other things swell up but he is fond of making himself big too just to cause all kinds of shenanigans.

Wait, when are toons NOT insane? on second thought, don't answer that, we need some a dat escape-proof toon rope from Who Framed Roger Rabbit! Nah I know.. isn't that simple. xp.
Still, interesting idea, very colorful indeed, I guess I should wonder if he is good at getting out of the institutions why keep the jacket other than he likes it xp. Kiiinda wonder about the eyepatch as well not to mention his.. ahem.. methods of doing what he does xp. but I imagine it has to do with objects hidden up those sleeves more often than not. : P
