Yes, that's Adolf Hitler.
The mixed-breed canine is shown here in a dark suit, about 1934 or so. The picture's in grayscale, but touched up to show off his piercing blue eyes. It should be noted that this portrait does not show him wearing his NSDAP Party Badge.
Part of his mixed heritage (there are indications that the family was part Czech) is more than a dollop of terrier. This goes a long way to explaining his frenetic bursts of energy, his temper - and his oratory.
