its not Moira's bracelet, Novan Dragons need to wear some sort of identification or license, on a visible place some wear it as necklace other as bracelets or even as belts, in this case its a bracelet

nah, the bracelet doesn't make part of the character the haircut and part of the name are more reminiscent of the character also the fact that she is a dragon.
