You know, I actually once rendered a simulation of glowing fur. I was using Cycles, a physically-accurate rendering engine included with blender. At the default emission strength of 1.0 (1 watt per square meter), the fur almost looks like fire, lol.

I'll see that effect one day in the far future when Moo makes the three main chars of my story into models (he wants to do an animation with it), and one is a starcat. Although starcats don't actually glow, their markings just reflect light very well.

Okay, now I gotta set up another furball in blender so that I can test that, lol.

The thing about light is that it loses some of its energy with each bounce. And because hair has a convex profile, it'll tend to scatter light that bounces off of it. Hair is also translucent, so any light transmitted through it will get absorbed and scattered.

I did try one (not so physically accurate) thing, making the hair fully glossy, smoother, and lacking any translucency. I could get the reflected light to appear bright and shiny at a small range of angles, but at all others the fur (which was supposed to be white) just turned black.

Have you looked into the term "Retroreflective"? That's the term for how things like street signs or those little plastic reflectors on bikes and cars and the street dividers reflect light back towards a person.
