The tight clothing and the ease of producing polymers is definitely canon with DMFA. The shiny things might not be, but given how easily distracted most 'cubi are, I'd be amazed if it wasn't the case.

There's a difference between summoning up fabric and shapeshifting. Shapeshifting is about mimicking appearance and texture, it doesn't actually mean that you're summoning something.

...is probably made of wing-stuff. It's hard, it's metallic-looking but it's not actually armour. You wouldn't be able to take off the gauntlets, for example
In the case of leather, there's a handy shortcut. Since leather is basically skin, you can make skin-tight leather leggings easily by moving the fur elsewhere and hardening/recolouring the skin.

The legs themselves can just have a "tight leather" exterior (remove the fur, harden the skin, change the texture, shazam) which means all the fur that would be there can be used as a means of forming the rest. And Abel isn't dumb enough to leave the skirt part (which would be the most susceptible to tears and rips) made of something that would ouch later. So no, Jyrras didn't end up causing any injuries. If he managed to carve a piece out of the skirt, it would probably transform back into a patch of hair. But since its still attached, no issue." (Amber commentary on DMFA p.1141)

So yeah, to summarise:
1. It's easy to create solid materials which you can work into clothing
2. Fabric and probably leather are more difficult to create magically, i.e. if a 'cubi is actually wearing leather it will almost certainly have been made from dead cow and probably bought from a shop.
3. It is easy to fake tight leather by shapeshifting so 'cubi fashion is liable to feature this a lot, which is handy if their real clothes are lost or stolen.
