I just made this kid to go with me friend's zombie hunter

About: Before the zombie apocalypse Mundi was a computer programmer and hacker and was a bad ass in the safety of her home. When the monster outbreak began she was forced to learn to fight to survive. She kept her level head and uses her big paws and weight to her advantage.

Short answer: Her paws are to big to grab the shorter hairs to braid them.
Long answer: My guess is that when someone looks at dreads it may appear abrasive on the surface but they won't know for certain unless they touch it. When someone first encounters Mundi they may have quick judgment of her because of her blunt/abrasive personality. People may think of her as being just bad person.
The dreads might be a symbolic representation of her personality covering the true nature of her mind. Most of her personality may be hidden as she may live mostly inside her mind. She might be refining her understanding of certain theories, thinking of situations, to just thinking of anything to distract herself with. It might take some time for someone to realize just how intelligent she really is. Because of her programming/hacking background she may create machinery/ideas that look simple in nature but conceals the true complexity of its design as it can perform various tasks. A person with less skill could make a contraption/idea that can perform a fraction of the functions hers can perform. Due to her elegant designs and ideas people may dismiss her of being intelligent. A minority of people would possess the intelligence to identify the scope of her knowledge and actually see past her rough exterior.
The tail may represent the soft fluffy and silly side of her personality. A side of her that very few will ever get to experience. Because of how far and detached the fluffy part is from the body could be her general distrust of others. One reason it's on the tail because it a representation of how random her silly thought process could be. To most people they may see her thoughts as single instances of ideas with no connections with each other. To them it would appear like a random ball of fluff going in and out of existence at random locations. To someone that understands her they would intuitively see the connections as they would be able to see the tail move to each location creating a chain of ideas. The large size of the fluff may also represent just how much of a goof she can be.

Dreads covering head= Underneath dreads is a vast network of ideas.
Fluffy tail= Anyone that can intuitively understand her that she can trust can make it past her mind to the soft fluffy side of her.
