-12:30pm Police Headquarters, Meeting Room-
The meeting room was filled with high ranking officers from every division of the police force. Each took their respective seats, however one was left empty. The commander in chief of the force was at the front, ready to start the briefing.
"There has been reports of power outages and attacks on energy plants. Looking at the correlation of the rise of these events, we have noticed the plants we investigate got attacked the very next day. We didn't uncover any information in our search, however, after some...interrogation...it has come to our attention that some group is interfering with the operations of these facilities. Perhaps threatening to keep quiet or they will cause some serious property damage."
The chief sighs and changes to a new topic. Her face saddens as she begins to speak once more.
"As you all know...Officer Tonkotsu...has been missing in action for quite some time. And...we suspect...he is behind the terrorist attacks. We received a letter...a...declaration of war."
Copies of the letter were passed around the room. The officers reacted in many ways to the text. Some were shocked, others were disgusted, few couldn't even handle finishing the first page. The chief gave a few more minutes before continuing the briefing.
"Officer Tonkotsu....sigh...Azune...lost a lot that day. The media and citizens showed no remorse disregarding his valiant actions. Some of you probably wouldn't be here today if it were for him."
She looks at the officers as her eyes became fixed on the empty chair.
"The public...have in fact become...unappreciative about the sacrifices we make to protect them. But we must stay true to our duty to serve and protect the innocent! Azune was once out brother in arms, now he is one of our greatest threats. We must stop him at all costs. Do not hesitate to-..."
A loud explosion could be heard a mile away. The lights go out in the office as the back up generators kick in. The room was silent before the sounds of ambulance sirens filled the streets. The chief begins barking orders for the officers to dispatch immediately. Without hesitation the officers filed out leaving her alone. Her eyes gloss at the letter as she began to read part of it over again.
'We risk our lives for the comfort and leisure of these people. And in return, they repay us with sheer ignorance of our efforts. It is time to weed out the weak and protect the ones who are worthy of such a valiant task force. As for you all? Your skill and wits will be tested. I want you to bleed like I did protecting this weak and pathetic scum of a nation that we sheltered. They will know fear! They will see how fragile their lives really are! And when the dust clears from this war, there will be no trace of weakness. That goes for both the public and police. It is time to cull the wheat from the chaff.'
After a bloody battle .... The case of officer Tonkotsu was transferred to a special police department of 21 police stations, led by TJ. This department has always worked exclusively in special cases ... soon they will report on the results ...
