Say you wanted a picture with 7 characters in it. The first 5 characters are worth $5 each, then the other 2 are worth $10.

This is how I would set this up: On the last week of the month, I'd make the first five $1 each, next ten $2 each, then $3 each for every character afterwards, keep the BG price tag the same. I'd make it for the first five to commission when the announcement is made. However, that's up to you...

We also need to consider vehicles as characters too, but I'd make them $4 each.

I think he's saying the first five are $5 each, then the second ten is $10 each, and $15 each for every other character afterwards. That sounds rather expensive that way. If it were $5 flat for the first five characters, that would be more reasonable.
