I have been working with the free art program Krita for a while and loved it. Thanks to the Cintiq-like screen on the laptop, I find it quite easy for me to ink the picture. Will be adding colors and shading to the pic later on.

Krita is a free art program developed by artists for artists and you can download it from the website: https://krita.org/en/. It nearly has the same features as PhotoShop and Sai. It is a good program and would recommend to anyone. For me, the downside is that a few of commands are different from what I am used to in PS (such as Deselect using CRTL + ALT + A instead of CRTL + D) but I did manage to learn quite quickly.
There are a few tools in the program that I still need to try out, including animation.
