A fine question, that. There's two answers, but I'll just give you the one relevant to this pic, as the original isn't as covered in burns.

In the new version (inspired by a future tabletop game I plan on using him in, goodness willing), he's something of a test tube baby made in combination with a fire-based beast the Coalition was able to extract the DNA of and use in their experiments to create a pyrokinetic weapon of destruction. His earlier attempts at controlling his flame powers were less than satisfactory, hence the burns. He's since managed to get better control of his powers (and escape the facilities), though,
