Well, you may, though as this is pretty old the answers are kinda vague (except the symbol thing, the answer to that is an anticlimactic "looks cool").
First off, if there WAS a reason for this scene to even exist, I don't remember it. Philosophical differences in how one should treat their skills in magic or something? Eh.
If you mean where *he* came from...this is another case of "random ideas slam together to form something that kinda sucks from a story perspective but is cute". See, he started off as a fanmade Final Fantasy 7 character, a genetically-altered bird (that predates Red 13's capture, should you be familiar with the story) who escapes and finds himself magically enhanced (the wing-tattoos are marks that may or may not relate to his new power). I have since tried thinking of an alternative backstory set in an original setting but I've no luck so far.
Anony is from a typical fantasy-esque setup and is technically unrelated to him save for the whole "they know magic" thing.

What I mean is, if they're having philisophical differences, Anonymus could be using it as a chance to practice being serene in the face of shoutery.
