Ubercharge is built up by the Medigun/Kritzkrieg as a Medic heals people. The Krits builds up a charge in 30-60 seconds, and the Medigun builds it up in 40-80. A Medigun's "uber" makes the patient + Medic invulnerable for 8 seconds, and a Kritzkrieg's "kritz" makes the patient deal all critical hits (3x damage, ignores falloff) for 8 seconds.

Most combat classes get a shotgun as their secondary weapon, and then some especially stronger and unique weapon as their primary that is way more awesome than the shotgun, which is only used when you run out of ammo for the primary or to cover your weaknesses (Heavies run around with the shotgun out until they're at the frontlines because if they're ambushed on the way it takes a long time to spin up the minigun and be able to respond to tha attack, Pyro's flamethrower has short range so the shotgun's for hitting people outside of its range and for retreating).
The Engineer has the shotgun as his primary weapon, and a slightly weaker pistol as his secondary. He's pretty weaksauce on his own without his buildings, which are his specialty. He mostly kills people by building his sentry somewhere it won't be spotted until it's too late and it's already gunned them down. The Engineer himself isn't very capable of killing things on his own though, and ubercharges glow like the Ghost of Incendiary and Electrical Christmas Incidents (the fond cousin of the Ghost of Christmas Past) and everyone naturally flees before an ubercharged Engineer can do any sort of damage.
As a form of griefing, a Medic will often use his charge on poorly matched allies or even enemy Spies just to piss off their team. The pinnacle of griefing both teams at once is to play Yakkety Sax over the mic while ubering ot kritzing a friend who then switches to their melee slot and chases the entire enemy team around. It's not at all a valid method of fighting, but that it forces the enemy to flee (under most circumstances) is amusing even if it is a waste of an ubercharge.
